HSN 0803 10 90 (plantains, other) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and labelling compliance under the Food Safety and Standards Act, 2006, and associated FSS (Import) Regulations, 2017. The Directorate General of Foreign Trade (DGFT) administers the ITC (HS) import policy, and consignments must enter through designated food-import entry points under General Note 4(D) of Schedule I of the ITC (HS) 2022. Central Board of Indirect Taxes and Customs (CBIC) customs verification of e-Sanchit document uploads applies before out-of-charge.

The most common error on this tariff line is treating the rectifiable-labelling dispensation as a cure for absent or defective PGA documentation. Labelling rectification under Regulation 6 of the FSS (Import) Regulations, 2017 and the FSSAI orders of 22-05-2018 and 14-01-2019 is available only once the FSSAI Import Licence and Phytosanitary Certificate have cleared e-Sanchit verification — a missing licence or an unuploaded Phytosanitary Certificate results in detention regardless of label status, with demurrage and ground rent accruing until the document deficiency is resolved.
