HSN 0803 10 10 (Curry plantain) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and labelling compliance under the Food Safety and Standards Act, 2006, including the FSS (Import) Regulations, 2017 and FSS (Labelling and Display) Regulations, 2020. Directorate General of Foreign Trade (DGFT) and Central Board of Indirect Taxes and Customs (CBIC) policy overlays apply, and consignments must enter through designated food-import ports under General Note 4(D) of Schedule I of the ITC (HS) 2022.

The most common error on this tariff line is arriving at a non-designated food-import port in the belief that a current FSSAI Import Licence provides a freestanding clearance — it does not override the port-restriction under General Note 4(D) of ITC (HS) 2022. A consignment reaching an unlisted port with all documents in order is still detained, and diversion after vessel departure attracts demurrage and ground rent while a port-change is sought. Verify the designated-port list against the bill of lading before the vessel is loaded.
