Lentils
Dried lentils, shelled, whole or split
HSN 0713 40 00 (Lentils) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and food-safety clearance under the Food Safety and Standards Act, 2006, with General Note 4(D) of Schedule I of the ITC (HS) 2022 restricting import to designated food-import entry points. Importers must also declare pulse stocks on the Department of Consumer Affairs portal (fcainfoweb.nic.in) under S.O. 2871(E) dated 19-07-2021 as an additional compliance overlay.
- Import Licence from FSSAI
- Specimen copy of label from FSSAI
- Stock declaration to Department of Consumer Affairs
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain the FSSAI Import Licence and ensure both the Specimen Copy of Label (document code 0110FS) and the FSSAI Import Licence (document code 911001) are uploaded in e-Sanchit before filing the bill of entry. The customs proper officer will verify these uploads prior to granting out-of-charge.CBIC Instruction 09/2023-Cus dated 07-03-2023 · CBIC Instruction 10/2022-Customs dated 28-06-2022 · FSSAI order dated 18-11-2022 under F.No.Import/TFM/Apex/2022-FSSAI
- 2Declare stocks of pulses on the Department of Consumer Affairs portal at fcainfoweb.nic.in before the consignment clears customs. This declaration is a standalone requirement independent of FSSAI clearance and applies to all imported lentil consignments.S.O. 2871(E) dated 19-07-2021, Department of Consumer Affairs
- 3Route the consignment only through a designated food-import entry point per General Note 4(D) of Schedule I of the ITC (HS) 2022. Any labelling deficiency identified at port may be rectified by affixing a single non-detachable sticker at a customs-bonded warehouse before FSSAI inspection, per the rectifiable-labelling dispensation under FSS (Labelling and Display) Regulations, 2020.General Note 4(D) of ITC (HS) Schedule I, 2022 · CBIC Instruction 10/2022-Customs dated 28-06-2022 · FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022
The most common oversight on this tariff line is failing to file the pulse-stock declaration on fcainfoweb.nic.in before seeking out-of-charge — importers focus on the FSSAI licence upload and treat the Department of Consumer Affairs portal obligation as an afterthought. A missing or delayed declaration under S.O. 2871(E) dated 19-07-2021 is an independent breach that can hold a fully FSSAI-cleared consignment at port, accruing demurrage and ground rent independently of any food-safety defect.
