The most common error on this tariff line is failing to distinguish between the MOU-route and the free-policy route when importing urad from Myanmar. An import made outside the MOU route during a Free-policy period is not deducted from the annual MOU quota — but if the importer elects to use the MOU route and obtains an NOC from DGFT, that quantity is counted against the annual quota regardless of the prevailing policy regime. Conflating the two routes creates quota-accounting errors that can block subsequent MOU-route shipments.
