Dried vegetables, whole, cut, sliced or powdered (other)
HSN 0712 90 90 (other dried vegetables and mixtures of vegetables) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence requirements under the Food Safety and Standards Act, 2006, with consignments permitted only through designated food-import entry points under General Note 4(D) of Schedule I of the ITC (HS) 2022. The Directorate General of Foreign Trade (DGFT) administers the overarching import policy, and the Central Board of Indirect Taxes and Customs (CBIC) enforces documentary verification at the bill-of-entry stage.
- Import Licence from FSSAI
- Specimen copy of label from FSSAI
- Food-import entry-point declaration to CBIC
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain a valid FSSAI Import Licence before shipment and upload it in e-Sanchit under document code 911001. Also upload the Specimen Copy of Label (document code 0110FS); customs out-of-charge will not be granted until both documents are verified in e-Sanchit by the proper officer.FSSAI Import Licence (document code 911001) · Specimen Copy of Label (document code 0110FS) · CBIC Instruction 09/2023-Cus dated 07-03-2023
- 2Route the consignment only through a designated food-import entry point compliant with General Note 4(D) of Schedule I of the ITC (HS) 2022. Arrival at a non-designated port renders the consignment liable to detention pending re-routing or re-export.General Note 4(D) of Schedule I of the ITC (HS) 2022 · CBIC Instruction 05/2023-Cus
- 3Ensure product labels comply with the FSS (Labelling and Display) Regulations, 2020 before shipment. Certain labelling deficiencies — including per-serve percentage contribution to recommended dietary allowance and date-of-expiry information — may be rectified at customs-bonded warehouses by affixing a single non-detachable sticker next to the principal display panel, provided the rectification is carried out before visual inspection by the authorised officer and does not alter the original label.CBIC Instruction 10/2022-Customs dated 28-06-2022 · CBIC Instruction 09/2023-Cus dated 07-03-2023 · FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022 · FSSAI clarification order dated 18-11-2022
The most common error on this residual dried-vegetable tariff line is assuming that the rectifiable-labelling dispensation covers all labelling deficiencies. The dispensation is limited to specific parameters — per-serve dietary allowance contribution and expiry/best-before dating — and only where the manufacturer itself provides the information; a missing FSSAI Import Licence or an absent e-Sanchit upload of document code 911001 is not a rectifiable deficiency and results in consignment detention, with demurrage and ground rent accruing until the licence is regularised or the goods are re-exported.
