Mushrooms of the gensus agaricus
Provisionally preserved Agaricus mushrooms, not for immediate consumption
HSN 0711 51 00 (Mushrooms of the genus Agaricus, provisionally preserved) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and label-compliance requirements under the Food Safety and Standards Act, 2006 and the FSS (Import) Regulations, 2017. Consignments must be routed through designated food-import entry points per General Note 4(D) of Schedule I of the ITC (HS) 2022, administered by the Directorate General of Foreign Trade (DGFT) and the Central Board of Indirect Taxes and Customs (CBIC).
- Import Licence from FSSAI
- Specimen copy of label from FSSAI
- Food-import entry-point declaration to CBIC
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain a current FSSAI Import Licence and upload it in e-Sanchit under document code 911001 before filing the bill of entry. Also upload the Specimen Copy of Label (document code 0110FS); customs will not issue out-of-charge until both documents are verified in e-Sanchit.FSSAI Import Licence (doc code 911001) · Specimen Copy of Label (doc code 0110FS) · CBIC Instruction 09/2023-Cus dated 07-03-2023
- 2Route the consignment through a designated food-import entry point compliant with General Note 4(D) of Schedule I of the ITC (HS) 2022. Non-designated port arrival triggers consignment detention and may require re-routing at the importer's cost.General Note 4(D) of Schedule I of ITC (HS) 2022 · CBIC Instruction 05/2023-Cus dated 08-02-2023
- 3Ensure the label complies with the FSS (Labelling and Display) Regulations, 2020, including per-serve percentage contribution to recommended dietary allowance and date-of-expiry information. Rectifiable labelling deficiencies may be addressed at customs-bonded warehouses by affixing a single non-detachable sticker next to the principal display panel, without altering the original label, before visual inspection by the authorised officer.CBIC Instruction 10/2022-Cus dated 28-06-2022 · FSSAI order dated 18-11-2022 (F.No.Import/TFM/Apex/2022-FSSAI) · CBIC Instruction 09/2023-Cus dated 07-03-2023
The most common error on this tariff line is assuming that a valid FSSAI Import Licence alone clears the consignment. The Specimen Copy of Label (document code 0110FS) is a separately mandated upload in e-Sanchit, and its absence is treated as a missing PGA document — not a rectifiable labelling deficiency — meaning the authorised officer cannot grant out-of-charge until the upload is complete. Rectifiable label deficiencies under the FSS (Labelling and Display) Regulations, 2020 and the FSSAI dispensation orders address content errors, not a missing label specimen upload.
