Cucumbers and gherkins
Provisionally preserved cucumbers and gherkins
HSN 0711 40 00 (Cucumbers and gherkins) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence requirements under the Food Safety and Standards Act, 2006, with a Specimen Copy of Label mandatory at the bill-of-entry stage. Import is permitted only through designated food-import entry points under General Note 4(D) of Schedule I of the ITC (HS) 2022, administered by the Directorate General of Foreign Trade (DGFT), with Central Board of Indirect Taxes and Customs (CBIC) labelling-rectification protocols applying at port.
- Import Licence from FSSAI
- Specimen copy of label from FSSAI
- Entry-point compliance from DGFT
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain the FSSAI Import Licence (document code 911001) and ensure it is uploaded in e-Sanchit before filing the bill of entry. A Specimen Copy of Label (document code 0110FS) must also be uploaded; customs out-of-charge will not be granted until both documents are verified by the proper officer.FSSAI Import Licence document code 911001 · Specimen Copy of Label document code 0110FS · CBIC Instruction 09/2023-Cus dated 07-03-2023
- 2Route the consignment only through a designated food-import entry point compliant with General Note 4(D) of Schedule I of the ITC (HS) 2022. Arrival at a non-designated port renders the consignment liable to detention pending re-routing or confiscation.General Note 4(D) of Schedule I of the ITC (HS) 2022 · CBIC Instruction 05/2023-Cus dated 08-02-2023
- 3Ensure labels comply with FSS (Labelling and Display) Regulations, 2020 before shipment. Where permitted labelling deficiencies are identified at port, rectification by affixing a single non-detachable sticker next to the principal display panel may be carried out at the customs bonded warehouse under FSSAI order dated 18-11-2022, prior to authorised-officer inspection.CBIC Instruction 10/2022-Cus dated 28-06-2022 · FSSAI order dated 18-11-2022 under F.No.Import/TFM/Apex/2022-FSSAI · CBIC Instruction 09/2023-Cus dated 07-03-2023
The most common error on this tariff line is treating the FSSAI Import Licence upload as the sole compliance gate and overlooking the Specimen Copy of Label as a separately mandatory e-Sanchit document. A consignment with a current FSSAI licence but a missing or non-compliant label upload will be held at port pending rectification; the rectifiable-labelling dispensation under Regulation 6 of the FSS (Import) Regulations, 2017 covers specific deficiencies only and does not excuse a missing label altogether.
