Other
Other fresh or chilled vegetables (residual category)
HSN 0709 99 90 (Other vegetables, fresh or chilled) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence under the Food Safety and Standards Act, 2006, with import permitted only through designated food-import entry points under General Note 4(D) of Schedule I of the ITC (HS) 2022. The Directorate General of Foreign Trade (DGFT) administers the underlying ITC (HS) import policy, and the Central Board of Indirect Taxes and Customs (CBIC) applies rectifiable-labelling and e-Sanchit verification overlays at the bill-of-entry stage.
- Import Licence from FSSAI
- Specimen copy of label from importer
- Designated-port entry compliance from CBIC
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain a valid FSSAI Import Licence (document code 911001) and upload it in e-Sanchit before filing the bill of entry. Separately upload the Specimen Copy of Label (document code 0110FS); customs out-of-charge will be withheld until both documents are verified in e-Sanchit.FSSAI Import Licence document code 911001 · Specimen Copy of Label document code 0110FS · CBIC Instruction 10/2022-Customs dated 28-06-2022
- 2Route the consignment through a designated food-import entry point notified under General Note 4(D) of Schedule I of the ITC (HS) 2022. Diversion to a non-designated port renders the consignment liable to detention and enforcement action under the Food Safety and Standards Act, 2006.General Note 4(D) of Schedule I of the ITC (HS) 2022 · CBIC Instruction 09/2023-Cus dated 07-03-2023
- 3Where labelling deficiencies exist, rectification is permitted at the customs bonded warehouse before inspection by the FSSAI authorised officer, in accordance with the rectifiable-labelling regime — covering per-serve RDA contribution, expiry/best-before date — by affixing a single non-detachable sticker without altering the original label. For consignments of clove stem, apply testing against horizontal safety parameters and volatile oil content (not less than 8.5% v/w on dry basis per FSSR 2.9.6(1)) until dedicated standards are notified.CBIC Instruction 10/2022-Customs dated 28-06-2022, Para 2(i) · FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022 · FSSAI clarification order dated 18-11-2022 under F.No.Import/TFM/Apex/2022-FSSAI
The most common error on this residual vegetable tariff line is treating any labelling deficiency as rectifiable without first confirming that the FSSAI Import Licence and the Specimen Copy of Label are already uploaded in e-Sanchit — the rectifiable-labelling dispensation does not substitute for a missing PGA clearance document, and a consignment arriving at a designated port without document code 911001 or 0110FS will be detained regardless of the label's accuracy. For clove stem specifically, the absence of notified commodity standards does not exempt the consignment from testing; the FSSR 2.9.6(1) proxy standard applies at the border.
