Pumpkins
Fresh or chilled pumpkins (Cucurbita spp.)
HSN 0709 93 10 (Pumpkins) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and labelling compliance under the Food Safety and Standards Act, 2006. Consignments must also comply with the designated food-import entry-point restriction under General Note 4(D) of Schedule I of the ITC (HS) 2022, administered by the Directorate General of Foreign Trade (DGFT) and enforced by the Central Board of Indirect Taxes and Customs (CBIC).
- Import Licence from FSSAI
- Specimen copy of label from FSSAI
- Entry-point declaration from CBIC
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain the FSSAI Import Licence and ensure it is current before the bill of entry is filed. Upload the FSSAI Import Licence (document code 911001) and the Specimen Copy of Label (document code 0110FS) in e-Sanchit; the proper officer will verify both documents before granting out-of-charge.FSSAI Import Licence document code 911001 · Specimen Copy of Label document code 0110FS · CCR PGA-facilitated-bills clause
- 2Route the consignment only through a food-import entry point compliant with General Note 4(D) of Schedule I of the ITC (HS) 2022. Arrival at a non-designated port renders the consignment liable to detention pending FSSAI clearance.General Note 4(D) of Schedule I of ITC (HS) 2022
- 3Ensure pre-shipment labelling meets the FSS (Labelling and Display) Regulations, 2020, including per-serve percentage contribution to recommended dietary allowance and expiry-date particulars. Rectification of permissible labelling deficiencies may be carried out at the customs bonded warehouse by affixing a single non-detachable sticker, without altering the original label, before FSSAI authorised-officer inspection.CBIC Instruction 10/2022-Customs dated 28-06-2022 · CBIC Instruction 09/2023-Cus dated 07-03-2023 · FSSAI order dated 18-11-2022 under F.No.Import/TFM/Apex/2022-FSSAI
The most common error on this tariff line is assuming that labelling defects can be remedied freely after arrival. The rectifiable-labelling dispensation under Regulation 6 of the FSS (Import) Regulations, 2017 and the CBIC Instruction 09/2023-Cus regime is strictly limited in scope: rectification is permitted only at the customs bonded warehouse, only before visual or re-inspection by the authorised officer, and only by a single non-detachable sticker that does not alter the original label — consignments where the original label is obscured or removed face rejection and re-export.
