HSN 0709 91 00 (Globe artichokes) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence requirements under the Food Safety and Standards Act, 2006, with a Specimen Copy of Label and FSSAI Import Licence (document codes 0110FS and 911001) mandatory in e-Sanchit before out-of-charge. Consignments must enter through designated food-import ports under General Note 4(D) of Schedule I of the ITC (HS) 2022, administered by the Directorate General of Foreign Trade (DGFT) and the Central Board of Indirect Taxes and Customs (CBIC).

The most common error on this tariff line is treating an FSSAI Import Licence as self-sufficient when the label does not conform to the FSS (Labelling and Display) Regulations, 2020 at the time of filing. Labelling rectification is permitted only at a customs bonded warehouse before inspection — it cannot be carried out after the authorised officer has commenced visual inspection, and a consignment held for re-inspection attracts demurrage and ground rent at the port during the interval.
