Other
Other fresh or chilled edible roots (salsify, celeriac, similar)
HSN 0706 90 90 (Other fresh or chilled edible roots) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence requirements and the food-labelling regime under the Food Safety and Standards (Import) Regulations, 2017. The tariff line is additionally governed by General Note 4(D) of Schedule I of the ITC (HS) 2022, administered by the Directorate General of Foreign Trade (DGFT), restricting import to designated food-import entry points.
- Import Licence from FSSAI
- Specimen copy of label from FSSAI
- Designated-port declaration to CBIC
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain the FSSAI Import Licence and upload it in e-Sanchit under document code 911001 before filing the bill of entry. Also upload the Specimen Copy of Label (document code 0110FS); customs out-of-charge will not be granted until both documents are verified in e-Sanchit by the proper officer.CBIC Instruction 09/2023-Cus dated 07-03-2023; CBIC Instruction 10/2022-Cus dated 28-06-2022
- 2Route the consignment exclusively through one of the designated food-import entry points notified under General Note 4(D) of Schedule I of the ITC (HS) 2022. Import through any non-designated port renders the consignment liable to detention pending re-routing or re-export.General Note 4(D) of Schedule I of the ITC (HS) 2022
- 3Where labelling deficiencies exist, ensure rectification is carried out at the customs bonded warehouse before visual inspection by the FSSAI-authorised officer, using a single non-detachable sticker affixed next to the principal display panel without altering original label information, per the dispensation under Regulation 6 of the FSS (Import) Regulations, 2017 and FSSAI clarification order dated 18-11-2022.FSSAI clarification order dated 18-11-2022 under F.No.Import/TFM/APEX/2022-FSSAI; CBIC Instruction 10/2022-Cus dated 28-06-2022; CBIC Instruction 09/2023-Cus dated 07-03-2023
The most common error on this tariff line is treating the FSSAI labelling-rectification dispensation as a general licence to ship with incomplete labels. The rectification window is limited to specific deficiencies enumerated in CBIC Instruction 10/2022-Cus and the FSSAI clarification order dated 18-11-2022 — labelling shortfalls outside that enumerated list are treated as non-rectifiable, triggering consignment rejection or re-export, not a warehousing remedy.
