Fresh or chilled chicory (Cichorium spp.), other varieties
HSN 0705 29 00 (Fresh or chilled chicory, other varieties) is subject to Food Safety and Standards Authority of India (FSSAI) import licensing under the Food Safety and Standards Act, 2006, with a mandatory FSSAI Import Licence and specimen label copy required at the bill of entry. Consignments must enter only through the designated food-import entry points under General Note 4(D) of Schedule I of the ITC (HS) 2022, as administered by the Directorate General of Foreign Trade (DGFT) and enforced by the Central Board of Indirect Taxes and Customs (CBIC).
- Import Licence from FSSAI
- Specimen copy of label from FSSAI
- Designated-port declaration to CBIC
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain the FSSAI Import Licence (document code 911001) covering fresh or chilled chicory and upload it in e-Sanchit before filing the bill of entry. Upload the Specimen Copy of Label (document code 0110FS) simultaneously; the customs proper officer will verify both documents before granting out-of-charge.CBIC Instruction 10/2022-Customs dated 28-06-2022 · CBIC Instruction 09/2023-Cus dated 07-03-2023 · FSSAI order dated 18-11-2022 under F.No.Import/TFM/Apex/2022-FSSAI
- 2Route the consignment only through a designated food-import entry point compliant with General Note 4(D) of Schedule I of the ITC (HS) 2022. Consignments arriving at a non-designated port are liable to detention and re-export at the importer's cost.General Note 4(D) of Schedule I of the ITC (HS) 2022 · CBIC Instruction 05/2023-Cus dated 08-02-2023
- 3Where labelling deficiencies are identified at port, rectification is permitted under FSSAI's rectifiable-labelling regime — including per-serve RDA contribution and best-before/expiry date — provided a single non-detachable sticker is affixed next to the principal display panel without altering the original label, and the information is provided by the manufacturer itself.CBIC Instruction 10/2022-Customs dated 28-06-2022, Para 2(i) · FSSAI clarification order dated 18-11-2022 · FSS (Labelling and Display) Regulations, 2020
The most common error on this tariff line is treating a labelling deficiency as rectifiable at port without confirming that the corrected information originates from the manufacturer — FSSAI's dispensation is expressly conditioned on manufacturer-supplied data, and importer-generated label additions are not permitted under Para 2(i) of CBIC Instruction 10/2022-Customs. A non-compliant sticker affixed by the importer or agent exposes the consignment to re-inspection, detention, and potential confiscation independent of whether the FSSAI Import Licence is current and validly uploaded.
