Shallots
Fresh or chilled shallots, alliaceous vegetables
HSN 0703 10 20 (Shallots) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and labelling compliance under the Food Safety and Standards Act, 2006, including the FSS (Import) Regulations, 2017 and FSS (Labelling and Display) Regulations, 2020. Import is permitted only through designated food-import entry points under General Note 4(D) of Schedule I of the ITC (HS) 2022, administered by the Directorate General of Foreign Trade (DGFT) and enforced by the Central Board of Indirect Taxes and Customs (CBIC).
- Import Licence from FSSAI
- Specimen copy of label from FSSAI
- Designated-port entry compliance from DGFT
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain a current FSSAI Import Licence and upload it in e-Sanchit under document code 911001 before filing the bill of entry. A Specimen Copy of Label (document code 0110FS) must also be uploaded; out-of-charge will not be granted until both documents are verified in e-Sanchit.CBIC Instruction 09/2023-Cus dated 07-03-2023 · FSSAI order dated 18-11-2022 · CBIC Instruction 10/2022-Cus dated 28-06-2022
- 2Route the consignment only through a designated food-import entry point per General Note 4(D) of Schedule I of the ITC (HS) 2022. Arrival at a non-designated port renders the consignment liable to detention pending re-routing or re-export.General Note 4(D) of Schedule I, ITC (HS) 2022 · CBIC Instruction 05/2023-Cus dated 08-02-2023
- 3Ensure label compliance with the FSS (Labelling and Display) Regulations, 2020 prior to dispatch. Where rectifiable labelling deficiencies exist — including per-serve percentage contribution to RDA and date of expiry alongside best-before date — rectification must be carried out at a customs bonded warehouse before the authorised officer's inspection, by affixing a single non-detachable sticker that does not alter the original label.CBIC Instruction 10/2022-Cus dated 28-06-2022 · FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022 · FSS (Import) Regulations, 2017
The most frequent error on this tariff line is presenting a valid FSSAI Import Licence without an accompanying Specimen Copy of Label uploaded in e-Sanchit — both document codes (911001 and 0110FS) are independently mandatory, and a missing label upload is not treated as a rectifiable deficiency but as a documentation shortfall that prevents out-of-charge. Rectifiable labelling provisions under the FSSAI orders and CBIC Instruction 10/2022-Cus apply only to specific label-content gaps; they do not excuse the absence of the label document itself from e-Sanchit.
