The most common error on this tariff line is assuming that a Phytosanitary Certificate alone satisfies clearance. The CITES certificate (document code 626000) is a separate, independently verified instrument required for WCCB clearance, and its absence — even where the PPQS import permit and Phytosanitary Certificate are current — results in consignment detention pending WCCB NOC. Verify CITES listing status for each species in the consignment before export, as species-level CITES coverage can vary within a single shipment of mixed cuttings.
