Other animal products not elsewhere specified (residual)
HSN 0511 99 29 covers residual animal products under Chapter 05 and is subject to Animal Quarantine and Certification Services (AQCS) sanitary clearance, with the Wildlife Crime Control Bureau (WCCB) exercising concurrent oversight under CITES obligations. The tariff line is Restricted under the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), and mandatory documents — including a CITES certificate and a veterinary health certificate — must be uploaded in e-Sanchit before customs out-of-charge.
- CITES certificate from WCCB
- Health certificate from AQCS
- Veterinary health certificate from AQCS
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Obtain the CITES certificate (document code 626000) from the competent authority of the exporting country and ensure WCCB clearance before filing the bill of entry. Upload the CITES certificate in e-Sanchit; bills not routed through the PGA for NOC will be verified by the proper officer against this upload before out-of-charge is granted.CBIC Circular 24/2022-Cus dated 28-11-2022 · ITC (HS) Restricted import policy, Chapter 05
- 2Upload the veterinary health certificate issued by the exporting country (document code 853AQ1) and the health certificate (document code 6360AQ) in e-Sanchit at the bill of entry stage. Where the CTI falls under Annexure A (Sl. No. 2) of CBIC Circular 24/2022-Cus, a laboratory report or Certificate of Analysis (document code 001AQ1) must also be uploaded.CBIC Circular 24/2022-Cus dated 28-11-2022 · AQCS document codes 853AQ1, 6360AQ, 001AQ1
The most common error on this residual tariff line is treating the AQCS health-certificate upload as sufficient while overlooking the CITES certificate, which is a separate WCCB-administered obligation. A consignment cleared by AQCS but lacking a valid CITES certificate remains subject to seizure and criminal liability under the Wildlife Protection Act; the two clearances are independent, and a missing CITES upload in e-Sanchit will cause detention regardless of the status of the AQCS NOC.
