Wild animal products, unfit for human consumption
HSN 0511 99 21 (animal products of wild life, unfit for human consumption) is subject to Wildlife Crime Control Bureau (WCCB) oversight and import is prohibited under the ITC (HS) policy administered by the Directorate General of Foreign Trade (DGFT). Where a CITES-based exemption applies, a CITES certificate (document code 626000) and a health certificate (document code 6360AQ) must be uploaded in e-Sanchit before customs out-of-charge.

The single most common error on this tariff line is assuming that possession of a CITES certificate converts a Prohibited-policy tariff line into a freely importable one. The ITC (HS) Prohibited status is independent of CITES: even a valid CITES permit does not override the statutory import prohibition unless a specific DGFT authorisation or exemption notification is in force. Consignments arriving without that DGFT authorisation face confiscation regardless of CITES compliance.
