HSN 0511 10 00 (Bovine semen) is subject to Animal Quarantine and Certification Services (AQCS) clearance as the primary regulatory requirement, with import classified as Restricted under the ITC (HS) policy administered by the Directorate General of Foreign Trade (DGFT). A veterinary health certificate, health certificate, and laboratory report must be uploaded in e-Sanchit before customs out-of-charge is granted.

The most common error on this tariff line is uploading only the health certificate (6360AQ) while omitting either the veterinary health certificate (853AQ1) or the laboratory report/Certificate of Analysis (001AQ1). All three documents are independently mandatory under CBIC Circular 24/2022-Cus; a bill of entry with any one missing will be held for AQCS NOC and is liable to detention, demurrage, and ground rent until the document gap is rectified.
