HSN 0510 00 99 (Other animal products used in preparation of pharmaceutical products) is subject to Animal Quarantine and Certification Services (AQCS) sanitary clearance and Wildlife Crime Control Bureau (WCCB) CITES permit oversight under ITC (HS) policy condition 3 of Chapter 05. DGFT-administered Restricted-import policy controls and mandatory e-Sanchit document uploads apply as additional clearance requirements at the bill of entry.

- 1Obtain the AQCS Sanitary Import Permit (document code 911DF1) and ensure the veterinary health certificate issued by the exporting country (document code 853AQ1) is uploaded in e-Sanchit before filing the bill of entry. Quote the e-Sanchit IRN of the Sanitary Import Permit on the bill of entry to obtain the AQCS NOC, as required for CTIs listed in Annexure A (Sl. No. 3) of CBIC Circular 24/2022-Cus.CBIC Circular 24/2022-Cus dated 28-11-2022 · ITC (HS) policy condition 3 of Chapter 05
- 2Upload the CITES certificate (document code 626000), Health Certificate (document code 6360AQ), and Laboratory Report or Certificate of Analysis (document code 001AQ1) in e-Sanchit before out-of-charge. The Laboratory Report or COA is required for CTIs listed in Annexure A (Sl. No. 2) of CBIC Circular 24/2022-Cus.CBIC Circular 24/2022-Cus dated 28-11-2022
The most common error on this tariff line is overlooking the CITES certificate (document code 626000) when the product is wildlife-derived — ambergris, castoreum, civet, musk and cantharides all carry CITES-species exposure, and a missing or invalid CITES document causes WCCB-referred detention independent of any AQCS clearance already in place. Confirm the CITES Appendix status of the specific species at source before shipment; retrospective CITES regularisation after arrival at the Indian port is not available and the consignment is liable to seizure and confiscation.
