The most common error on this tariff line is assuming that possession of a CITES permit is itself sufficient to overcome the ITC (HS) Prohibited-import classification. The Prohibited status is independent of CITES: even a valid CITES certificate does not automatically entitle import — a separate WCCB NOC routed through the PGA channel is required, and failure to route the bill through WCCB before filing results in detention, seizure, and potential criminal liability under the Wildlife (Protection) Act, 1972.
