The most common error on this tariff line is misidentifying the species origin and concluding that CITES does not apply. Horns, hooves, nails, claws, and beaks in unworked or simply prepared form may originate from CITES Appendix I or II species, and the CITES certificate is a pre-shipment requirement — a missing CITES certificate at the bill of entry triggers detention and potential seizure by WCCB regardless of whether the AQCS sanitary clearances are in order.
