Hooves, claws, nails and beaks
Unworked hooves, claws, nails and beaks of animal origin
HSN 0507 90 30 (Hooves, claws, nails and beaks) is subject to Animal Quarantine and Certification Services (AQCS) sanitary clearance and Wildlife Crime Control Bureau (WCCB) CITES oversight as concurrent primary controls. Import is also subject to ITC (HS) policy conditions 2 and 3 of Chapter 05 administered by the Directorate General of Foreign Trade (DGFT), with mandatory e-Sanchit document uploads required before customs out-of-charge.
- Sanitary Import Permit from AQCS
- CITES certificate from WCCB
- Health Certificate from AQCS
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Obtain the AQCS Sanitary Import Permit (document code 911DF1) before consignment dispatch and quote the e-Sanchit IRN of that permit on the bill of entry to receive the AQCS NOC. Ensure the veterinary health certificate issued by the exporting country (document code 853AQ1) and a laboratory report or Certificate of Analysis (document code 001AQ1) are also uploaded in e-Sanchit per the CBIC Circular 24/2022-Cus Annexure A requirements.CBIC Circular 24/2022-Cus dated 28-11-2022 · ITC (HS) policy conditions 2 and 3 of Chapter 05
- 2Upload the CITES certificate (document code 626000) and health certificate (document code 6360AQ) in e-Sanchit prior to filing the bill of entry. The proper officer must verify all mandatory documents are present before granting out-of-charge; consignments arriving without the CITES certificate are liable to detention and seizure under wildlife protection enforcement.CBIC Circular 24/2022-Cus dated 28-11-2022 · ITC (HS) policy conditions 2 and 3 of Chapter 05
The most common error on this tariff line is treating the AQCS sanitary clearance as the sole gate and overlooking the independent WCCB CITES overlay. Where the species of origin is listed under CITES Appendices, a valid CITES permit from the exporting country's Management Authority is required in addition to all AQCS documents — a missing CITES certificate results in consignment detention and referral to WCCB enforcement regardless of the currency of the Sanitary Import Permit.
