Horn meal from unworked animal horn, powder and waste
HSN 0507 90 20 (Horn meal) is subject to Animal Quarantine and Certification Services (AQCS) sanitary clearance and Sanitary Import Permit requirements, with concurrent Wildlife Crime Control Bureau (WCCB) CITES certification for any species covered under CITES appendices. The tariff line is further governed by ITC (HS) policy conditions 2 and 3 of Chapter 05, administered by the Directorate General of Foreign Trade (DGFT), which restrict import at the bill-of-entry stage.

The most common error on this tariff line is treating the AQCS sanitary clearance as the sole compliance obligation and overlooking the WCCB CITES certificate requirement for horn-origin species listed under CITES appendices. A consignment cleared with a current Sanitary Import Permit but lacking a valid CITES certificate will be detained at the port of entry and is liable to seizure under the Wildlife (Protection) Act; the CITES document must be uploaded in e-Sanchit under code 626000 in advance of out-of-charge.
