Ivory
Unworked ivory, ivory powder and waste
HSN 0507 10 10 (Ivory) is prohibited from import under the ITC (HS) policy administered by the Directorate General of Foreign Trade (DGFT), and Wildlife Crime Control Bureau (WCCB) clearance under the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) governs any permissible movement. Where a CITES certificate and Health Certificate are produced, the proper officer must verify both are uploaded in e-Sanchit before out-of-charge.
- CITES certificate from WCCB
- Health Certificate from AQCS
- Import policy declaration to DGFT
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Note that import of ivory under this CTI is prohibited under the ITC (HS) import policy. No commercial import is lawful without a specific policy override; any consignment arriving without valid CITES authorisation is liable to seizure and confiscation under the Customs Act, 1962 and the Wildlife (Protection) Act, 1972.ITC (HS) Import Policy, Chapter 05 — Prohibited import status
- 2Where a PGA-facilitated bill of entry is presented, verify that the CITES certificate (document code 626000) and Health Certificate (document code 6360AQ) have been uploaded in e-Sanchit before granting out-of-charge. Absence of either document triggers detention pending WCCB clearance.CCR mandatory-document requirement — document codes 626000 and 6360AQ · e-Sanchit verification protocol
The most common error is treating the CITES certificate as a standalone import authorisation for ivory. The ITC (HS) prohibition is independent of CITES status: a valid CITES permit does not override the Prohibited-import classification under the ITC (HS) policy, and a consignment presented with a CITES certificate but absent a specific DGFT policy exemption remains an unlawful import subject to confiscation and criminal liability under the Wildlife (Protection) Act, 1972.
