HSN 0506 90 19 covers other bones and horn-cores in unworked, defatted, or simply prepared form and is subject to Animal Quarantine and Certification Services (AQCS) sanitary clearance, including a Sanitary Import Permit, under ITC (HS) policy condition 3 of Chapter 05. Wildlife Crime Control Bureau (WCCB) oversight applies concurrently where CITES-scheduled species are involved, and the Directorate General of Foreign Trade (DGFT) administers the Restricted-import policy condition.

- 2Upload the veterinary health certificate issued by the exporting country (document code 853AQ1) and the laboratory report or Certificate of Analysis (document code 001AQ1) in e-Sanchit. The most common error on this tariff line is treating bones or horn-cores as generic animal by-products and overlooking the CITES overlay when the source species is Schedule-listed. A consignment may carry a current AQCS Sanitary Import Permit and all sanitary documents yet still be detained at the port of entry because the CITES certificate (document code 626000) was not uploaded in e-Sanchit. Verify the species origin against the CITES Appendices before purchase-order placement, not at the time of filing the bill of entry.
