Compliance steps
  1. 1
Obtain the AQCS Sanitary Import Permit (document code 911DF1) before consignment dispatch. Quote the e-Sanchit IRN of the Sanitary Import Permit on the bill of entry to obtain the AQCS NOC, covering CTIs listed in Annexure A (Sl. No. 3) of CBIC Circular 24/2022-Cus dated 28-11-2022.
CBIC Circular 24/2022-Cus dated 28-11-2022 · AQCS Sanitary Import Permit document code 911DF1
  2. 2
Upload the veterinary Health Certificate issued by the exporting country (document code 853AQ1) and a Laboratory Report or Certificate of Analysis (document code 001AQ1) in e-Sanchit. Also upload the CITES certificate (document code 626000) and the Health Certificate (document code 6360AQ) before out-of-charge.
CBIC Circular 24/2022-Cus dated 28-11-2022, Annexure A Sl. No. 1 and Sl. No. 2
  3. 3
Confirm compliance with ITC (HS) policy condition no. 3 of Chapter 05 at the time of filing the bill of entry. Any consignment not meeting the policy condition is liable to detention pending DGFT authorisation.

A word of counsel

The single most common error on this tariff line is treating the AQCS Sanitary Import Permit as the sole clearance and neglecting the independent WCCB CITES certificate requirement. Acid-treated bones of scheduled species require a CITES permit regardless of the degree of processing; a consignment arriving without document code 626000 uploaded in e-Sanchit will be detained at port and may be subject to confiscation and prosecution under the Wildlife Protection Act, 1972, irrespective of AQCS clearance status.

Frequently asked
Does HSN 0506 10 39 require BIS certification?
No, acid-treated bones and ossein products are not within the BIS Quality Control Order regime. Import is governed by Animal Quarantine and Certification Services under animal-quarantine controls and by the Wildlife Crime Control Bureau for CITES-listed species, with the ITC (HS) policy condition no. 3 of Chapter 05 as the DGFT overlay.
Which e-Sanchit document codes are mandatory at the bill of entry for this HSN?
The following must be uploaded: Sanitary Import Permit (911DF1), CITES certificate (626000), Health Certificate (6360AQ), Veterinary Health Certificate (853AQ1), and Laboratory Report or Certificate of Analysis (001AQ1), as specified in CBIC Circular 24/2022-Cus dated 28-11-2022.
Does the CITES certificate requirement apply even if the bones are degelatinised or defatted rather than derived from a whole carcass?
Yes. The WCCB CITES certificate obligation applies to the tariff line as classified at import, not to the degree of processing; if the source species is CITES-scheduled, the certificate is required regardless of the form in which the bone product is imported.
