Bird skins, feathers, down, feather powder and waste
HSN 0505 90 99 (other bird skins, feather parts, powder and waste of feathers) is subject to Animal Quarantine and Certification Services (AQCS) sanitary clearance and Wildlife Crime Control Bureau (WCCB) CITES oversight as concurrent primary controls. Import is also Restricted under ITC (HS) policy condition 3 of Chapter 05 administered by the Directorate General of Foreign Trade (DGFT), and all mandatory documents must be uploaded in e-Sanchit before customs out-of-charge.
- Sanitary Import Permit from AQCS
- CITES certificate from WCCB
- Health Certificate from AQCS
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Obtain the AQCS Sanitary Import Permit (document code 911DF1) and ensure the veterinary health certificate issued by the exporting country (document code 853AQ1) is uploaded in e-Sanchit. Quote the e-Sanchit IRN of the Sanitary Import Permit on the bill of entry to obtain the AQCS NOC for CTIs listed in Annexure A (Sl. No. 3) of Circular 24/2022-Cus.CBIC Circular 24/2022-Cus dated 28-11-2022 · document codes 911DF1 and 853AQ1
- 2Upload the CITES certificate (document code 626000) and the laboratory report or Certificate of Analysis (document code 001AQ1) in e-Sanchit before filing the bill of entry. The CITES certificate is mandatory where the species of origin is listed under CITES Appendices; WCCB verification is a pre-clearance requirement.CBIC Circular 24/2022-Cus dated 28-11-2022 · document codes 626000 and 001AQ1
- 3Confirm compliance with ITC (HS) policy condition 3 of Chapter 05 before the bill of entry is filed. Restricted-import status means the consignment cannot be cleared unless all PGA NOCs and mandatory e-Sanchit documents are in place; absence of any single document triggers detention and demurrage.ITC (HS) policy condition 3 of Chapter 05 · DGFT
The most common error on this tariff line is treating AQCS sanitary clearance as sufficient and overlooking the independent WCCB-CITES overlay. Even where the feathers or bird parts originate from commercially farmed, non-wild species, the CITES certificate (document code 626000) must be uploaded in e-Sanchit before out-of-charge; customs proper officers are instructed to verify all four mandatory documents as a precondition — a missing CITES upload results in consignment detention regardless of the validity of the AQCS Sanitary Import Permit.
