HSN 0505 90 91 (Of wild birds) is subject to Wildlife Crime Control Bureau (WCCB) oversight and is Prohibited under the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). Where a CITES certificate permits an exceptional import, a Health Certificate is also required and both documents must be uploaded in e-Sanchit before out-of-charge.

The most common error on this tariff line is assuming that a CITES permit alone converts a Prohibited import into a free or restricted one — the ITC (HS) Prohibited status remains the baseline, and WCCB oversight applies independently of whether the CITES document is in order. Consignments arriving without the CITES certificate uploaded in e-Sanchit face immediate detention and are referred to WCCB; absence of the Health Certificate simultaneously triggers an AQCS hold, compounding demurrage and ground rent exposure.
