Bird skins, feathers, down and feather waste (other)
HSN 0505 90 29 (bird skins and other parts of birds with feathers or down, and feather waste) is subject to Animal Quarantine and Certification Services (AQCS) sanitary clearance under ITC (HS) policy condition 3 of Chapter 05. Wildlife Crime Control Bureau (WCCB) CITES certification applies concurrently for species covered by the Convention on International Trade in Endangered Species, and the Directorate General of Foreign Trade (DGFT) administers the overarching Restricted-import policy condition.

- 1Obtain the AQCS Sanitary Import Permit (document code 911DF1) and ensure the veterinary health certificate issued by the competent authority of the exporting country is uploaded in e-Sanchit under document code 853AQ1. Quote the e-Sanchit IRN of the Sanitary Import Permit on the bill of entry to obtain the AQCS NOC for CTIs listed in Annexure A (Sl. - 2Upload the laboratory report or Certificate of Analysis (document code 001AQ1) for CTIs listed in Annexure A (Sl. No. 2) of CBIC Circular 24/2022-Cus. The most common error on this tariff line is filing the bill of entry with only the AQCS Sanitary Import Permit and overlooking the CITES certificate requirement for feathers and bird parts derived from CITES-listed species. WCCB clearance is independent of the AQCS sanitary overlay, and a missing or invalid CITES certificate (document code 626000) results in consignment detention regardless of whether all AQCS documents are in order. Verify the species identity against CITES appendices before shipment, not at the port.
