Feathers and down used for stuffing (other varieties)
HSN 0505 10 90 (feathers of a kind used for stuffing and down, other) is subject to Animal Quarantine and Certification Services (AQCS) sanitary clearance and the Wildlife Crime Control Bureau (WCCB) CITES permit regime as concurrent primary regulators. Import is additionally restricted under ITC (HS) policy condition 3 of Chapter 05, administered by the Directorate General of Foreign Trade (DGFT).

- 1Obtain the AQCS Sanitary Import Permit (document code 911DF1) before consignment dispatch and quote the e-Sanchit IRN of that permit on the bill of entry to receive the AQCS NOC, as required for CTIs listed in Annexure A (Sl. No. 3) of Circular 24/2022-Cus dated 28-11-2022. - 2Upload the veterinary health certificate issued by the exporting country's competent authority (document code 853AQ1) and the laboratory report or Certificate of Analysis (document code 001AQ1) in e-Sanchit before out-of-charge, as mandated for CTIs listed in Annexure A (Sl. No. 1 and Sl. No. 2) of Circular 24/2022-Cus. The Health Certificate (document code 6360AQ) must also be uploaded.CBIC Circular 24/2022-Cus dated 28-11-2022
The most common error on this tariff line is treating the AQCS sanitary clearance as the sole gate and overlooking the WCCB CITES certificate, which is an independent requirement applicable to feathers and down of species listed under CITES Appendices. A consignment cleared by AQCS but arriving without a valid CITES certificate will be detained and may be liable to confiscation under the Wild Life (Protection) Act, 1972 regardless of the sanitary permit status. Confirm the CITES Appendix status of the source species with the exporting-country authority before shipment.
