Compliance steps
  1. 1
Obtain the AQCS Sanitary Import Permit (document code 911DF1) before consignment dispatch and quote the e-Sanchit IRN of that permit on the bill of entry to receive the AQCS NOC, as required for CTIs listed in Annexure A (Sl. No. 3) of Circular 24/2022-Cus dated 28-11-2022. The CITES certificate (document code 626000) must also be uploaded in e-Sanchit covering the species and quantity.

  2. 2
Upload the veterinary health certificate issued by the exporting country's competent authority (document code 853AQ1) and the laboratory report or Certificate of Analysis (document code 001AQ1) in e-Sanchit before out-of-charge, as mandated for CTIs listed in Annexure A (Sl. A word of counsel

The most common error on this tariff line is treating the AQCS sanitary clearance as the sole gate and overlooking the WCCB CITES certificate, which is an independent requirement applicable to feathers and down of species listed under CITES Appendices. A consignment cleared by AQCS but arriving without a valid CITES certificate will be detained and may be liable to confiscation under the Wild Life (Protection) Act, 1972 regardless of the sanitary permit status. Confirm the CITES Appendix status of the source species with the exporting-country authority before shipment.

Frequently asked
Does HSN 0505 10 90 require BIS certification?
No, stuffing feathers and down under this tariff line are not covered by any BIS Quality Control Order. Import is governed by Animal Quarantine and Certification Services sanitary clearance and the Wildlife Crime Control Bureau CITES permit regime, with a Restricted-import overlay under ITC (HS) policy condition 3 of Chapter 05.
Which e-Sanchit document codes are mandatory at the bill of entry for this HSN?
The mandatory uploads are: CITES certificate (626000), Health Certificate (6360AQ), Sanitary Import Permit (911DF1), veterinary health certificate (853AQ1), and laboratory report or Certificate of Analysis (001AQ1), all per CBIC Circular 24/2022-Cus dated 28-11-2022.
Does the CITES certificate requirement apply to all feathers and down under this tariff line?
The CITES certificate is required where the source species is listed under a CITES Appendix; importers must verify the species-level CITES status before shipment, as absence of the certificate for a listed species exposes the consignment to seizure and confiscation under the Wild Life (Protection) Act, 1972.
