HSN 0504 00 41 (guts, bladders and stomachs of wild animals) is subject to Wildlife Crime Control Bureau (WCCB) oversight and a CITES certificate requirement under the Wildlife (Protection) Act, 1972. Import is Prohibited under the ITC (HS) policy administered by the Directorate General of Foreign Trade (DGFT), with conditional entry permitted only where a valid CITES certificate and health certificate are uploaded in e-Sanchit before out-of-charge.

The most common error on this tariff line is misreading the ITC (HS) Prohibited status as an absolute bar without examining the CITES-facilitated carve-out. Import remains Prohibited by default; the CITES certificate does not convert the consignment to Free — it is a prerequisite for PGA-facilitated clearance only, and the proper officer retains discretion to refuse out-of-charge if the WCCB NOC routing has been bypassed. Attempting clearance without WCCB routing exposes the importer to seizure and prosecution under the Wildlife (Protection) Act, 1972.
