- 2Upload the veterinary health certificate issued by the competent authority of the exporting country (document code 853AQ1) and the laboratory report or Certificate of Analysis (document code 001AQ1) in e-Sanchit before filing the bill of entry. The most common error on this tariff line is treating AQCS clearance as sufficient and overlooking the conditional CITES obligation. WCCB verification is a separate clearance layer: if the species or product falls within a CITES appendix, the absence of a CITES certificate (document code 626000) results in consignment detention regardless of whether the AQCS Sanitary Import Permit and health certificate are current and uploaded.
