HSN 0408 19 00 (processed birds' eggs and egg yolks, not in shell) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and mandatory foreign-manufacturer registration under the Food Safety and Standards Act, 2006, as a high-risk food category (egg powder). Animal Quarantine and Certification Services (AQCS) Sanitary Import Permit and Veterinary Health Certificate clearances apply as concurrent overlays, and consignments are permitted only through 79 designated food-import ports effective 1 March 2023.

The most common error on this tariff line is treating the FSSAI Import Licence as the sole clearance and arriving at port without the AQCS Veterinary Health Certificate (853AQ1) and Certificate of Analysis (001AQ1) pre-uploaded in e-Sanchit. These are independent AQCS-origin documents that cannot be substituted by or consolidated with the FSSAI licence; a consignment reaching a designated port with any of the three AQCS document codes absent is detained pending NOC, accumulating demurrage and ground rent while the importer pursues retrospective uploads that customs may not accept.
