Birds' eggs in shell, other species (preserved, cooked)
HSN 0407 90 00 (Birds' eggs in shell — other) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and food-safety clearance under the Food Safety and Standards Act, 2006, as a Restricted import under the ITC (HS) policy. Animal Quarantine and Certification Services (AQCS) Sanitary Import Permit and veterinary health-certificate clearance apply concurrently, and consignments must comply with General Note 4(D) of Schedule I of the ITC (HS) 2022 on designated food-import entry points. Where eggs of wild-bird species are involved, Wildlife Crime Control Bureau (WCCB) CITES certification is an additional mandatory overlay.
- Import Licence from FSSAI
- Sanitary Import Permit from AQCS
- CITES certificate from WCCB
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain the FSSAI Import Licence and ensure the foreign manufacturing facility is eligible under the FSSAI high-risk food regime. Upload the FSSAI Import Licence (document code 911001) and a Specimen Copy of Label (document code 0110FS) in e-Sanchit before filing the bill of entry; label deficiencies permissible for port rectification are limited to the items specified under FSS (Labelling and Display) Regulations, 2020.CBIC Instruction 10/2022-Customs dated 28-06-2022 · FSSAI order dated 18-11-2022 under F.No.Import/TFM/Apex/2022-FSSAI · FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022
- 2Upload the Veterinary Health Certificate issued by the exporting country (document code 853AQ1) and the Laboratory Report or Certificate of Analysis (document code 001AQ1) in e-Sanchit. Quote the e-Sanchit IRN of the AQCS Sanitary Import Permit (document code 911DF1) on the bill of entry to obtain the AQCS NOC for CTIs listed in Annexure A of CBIC Circular 24/2022-Cus.CBIC Circular 24/2022-Cus dated 28-11-2022 · CBIC Instruction 09/2023-Cus dated 07-03-2023 · CBIC Instruction 10/2022-Cus dated 28-06-2022
- 3Where the consignment covers eggs of wild-bird species listed under CITES, upload the CITES certificate (document code 626000) in e-Sanchit before out-of-charge. Additionally, confirm compliance with CBIC Instruction 29/2023-Cus dated 12-12-2023 and the Office Memorandum dated 17-07-2023 issued by the Ministry of Fisheries for applicable species.CBIC Instruction 29/2023-Cus dated 12-12-2023 · OM dated 17-07-2023 issued by Ministry of Fisheries · CBIC Circular 24/2022-Cus dated 28-11-2022
The most common error on this tariff line is treating FSSAI clearance as the sole gate and overlooking the independent AQCS Sanitary Import Permit requirement, which governs animal-origin product entry regardless of food-safety status. A consignment with a current FSSAI licence but without the AQCS IRN quoted on the bill of entry will be detained at the designated food-import port; rectifiable labelling dispensation covers specified label fields only and does not cure a missing PGA clearance or an absent CITES certificate where wild-species eggs are concerned.
