Birds' eggs in shell, fresh, preserved or cooked (non-fowl species)
HSN 0407 29 00 (Other birds' eggs in shell) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and labelling compliance under the Food Safety and Standards Act, 2006. Animal Quarantine and Certification Services (AQCS) Sanitary Import Permit, veterinary health certificate, and laboratory analysis clearance apply concurrently, and consignments are restricted to designated food-import entry points under General Note 4(D) of Schedule I of the ITC (HS) 2022.
- Import Licence from FSSAI
- Sanitary Import Permit from AQCS
- Veterinary Health Certificate from AQCS
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain the FSSAI Import Licence and upload it in e-Sanchit under document code 911001 before filing the bill of entry. Also upload the Specimen Copy of Label (document code 0110FS) and confirm labelling compliance with FSS (Labelling and Display) Regulations, 2020; permissible labelling deficiencies may be rectified at the customs bonded warehouse by affixing a single non-detachable sticker before the authorised officer's inspection.CBIC Instruction 10/2022-Customs dated 28-06-2022 · FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022 · FSSAI clarification order dated 18-11-2022
- 2Upload in e-Sanchit the AQCS Sanitary Import Permit (document code 911DF1) and quote its IRN on the bill of entry to obtain the AQCS NOC; additionally upload the Veterinary Health Certificate from the exporting country (document code 853AQ1) and the Laboratory Report or Certificate of Analysis (document code 001AQ1). These three AQCS documents correspond respectively to Annexure A Sl. Nos. 3, 1 and 2 of CBIC Circular 24/2022-Cus dated 28-11-2022.CBIC Circular 24/2022-Cus dated 28-11-2022 · CBIC Instruction 09/2023-Cus dated 07-03-2023 · FSSAI order dated 18-11-2022 under F.No.Import/TFM/Apex/2022-FSSAI
- 3Route the consignment only through a designated food-import entry point in compliance with General Note 4(D) of Schedule I of the ITC (HS) 2022; also verify compliance with CBIC Instruction 29/2023-Cus dated 12-12-2023 and the Office Memorandum dated 17-07-2023 issued by the Ministry of Fisheries as applicable to this tariff line.General Note 4(D), Schedule I, ITC (HS) 2022 · CBIC Instruction 29/2023-Cus dated 12-12-2023
The single most common error on this tariff line is treating the FSSAI Import Licence as the complete clearance package and overlooking the three independent AQCS document obligations — Sanitary Import Permit, Veterinary Health Certificate, and Laboratory Certificate of Analysis — each carrying a distinct e-Sanchit document code. A consignment that arrives with a current FSSAI licence but with any of the three AQCS documents absent or unuploaded will be detained at the designated port pending out-of-charge, and the Health Certificate cannot be retrospectively substituted by a Certificate of Analysis already issued for a different consignment lot.
