Birds' eggs in shell, fresh, preserved or cooked (other species)
HSN 0407 19 90 (other birds' eggs in shell) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and labelling compliance under the Food Safety and Standards Act, 2006, with import classified as Restricted under the ITC (HS) policy administered by the Directorate General of Foreign Trade (DGFT). Animal Quarantine and Certification Services (AQCS) Sanitary Import Permit, veterinary health certificate, and laboratory certificate of analysis are concurrent requirements, and consignments must enter through designated food-import ports under General Note 4(D) of Schedule I of the ITC (HS) 2022.
- Import Licence from FSSAI
- Sanitary Import Permit from AQCS
- Health Certificate from AQCS
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain a current FSSAI Import Licence (document code 911001) and upload it in e-Sanchit before filing the bill of entry. Also upload the Specimen Copy of Label (document code 0110FS) and confirm that labelling meets the requirements of the FSS (Labelling and Display) Regulations, 2020; permissible labelling deficiencies may be rectified at customs bonded warehouses by affixing a single non-detachable sticker per CBIC Instruction 10/2022-Customs dated 28-06-2022.FSSAI order dated 18-11-2022 under F.No.Import/TFM/APEX/2022-FSSAI · CBIC Instruction 10/2022-Customs dated 28-06-2022 · FSS (Labelling and Display) Regulations, 2020
- 2Upload the following AQCS documents in e-Sanchit before out-of-charge: veterinary health certificate issued by the exporting country (document code 853AQ1), laboratory report or certificate of analysis (document code 001AQ1), and quote the e-Sanchit IRN of the AQCS-issued Sanitary Import Permit (document code 911DF1) to obtain the AQCS NOC. The Health Certificate (document code 6360AQ) is also mandatory for food-import clearance.CBIC Circular 24/2022-Cus dated 28-11-2022 · CBIC Instruction 09/2023-Cus dated 07-03-2023
- 3Route the consignment only through a designated food-import entry point in compliance with General Note 4(D) of Schedule I of the ITC (HS) 2022, and ensure compliance with CBIC Instruction 29/2023-Cus dated 12-12-2023 and the Office Memorandum dated 17-07-2023 issued by the Ministry of Fisheries.General Note 4(D) of Schedule I of the ITC (HS) 2022 · CBIC Instruction 29/2023-Cus dated 12-12-2023
The most common error on this tariff line is treating the FSSAI Import Licence as the sole clearance document and overlooking the three distinct AQCS documentary requirements — veterinary health certificate (853AQ1), certificate of analysis (001AQ1), and Sanitary Import Permit IRN (911DF1) — each of which corresponds to a separate Annexure A slot in CBIC Circular 24/2022-Cus. A consignment arriving without all three AQCS uploads is detained at the designated port; the rectifiable-labelling dispensation does not extend to missing PGA clearances, and demurrage and ground rent accumulate until the full documentary set is verified by the proper officer.
