Dry whey, whey blocks and whey powder
HSN 0404 10 20 (Whey, dry, blocks and powdered) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and mandatory foreign-manufacturer registration under the Food Safety and Standards Act, 2006, as a high-risk milk-product category. Animal Quarantine and Certification Services (AQCS) Sanitary Import Permit clearance applies concurrently, and consignments are restricted to 79 designated food-import ports with effect from 1 March 2023. Imports of milk and milk-based products from China remain prohibited until port-laboratory melamine-testing capacity is upgraded, per DGFT Notification 01/2015-20 dated 23-04-2019.

- 2Upload the AQCS-issued Sanitary Import Permit (document code 911DF1), the Veterinary Health Certificate from the exporting country (document code 853AQ1), and the laboratory report or Certificate of Analysis (document code 001AQ1) in e-Sanchit. The most common error on this tariff line is treating FSSAI clearance as the sole gating requirement and dispatching the consignment without first securing the AQCS Sanitary Import Permit IRN. The AQCS Sanitary Import Permit, Veterinary Health Certificate, and laboratory COA are independent of the food-safety licence and must each be uploaded in e-Sanchit under their separate document codes (911DF1, 853AQ1, 001AQ1) before customs will grant out-of-charge; a consignment arriving at a designated port with even one missing code is detained, accruing demurrage and ground rent until the gap is remedied.
