Concentrated or sweetened whole milk, milk products
HSN 0402 99 10 (Whole milk, concentrated or containing added sugar) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and mandatory foreign-manufacturing-facility registration under the Food Safety and Standards Act, 2006. Animal Quarantine and Certification Services (AQCS) Sanitary Import Permit clearance applies concurrently, and consignments are restricted to 79 designated food-import ports effective 1 March 2023. Import of milk and milk-based products originating from China is prohibited pending melamine-testing capacity upgrades at ports of entry.

- 2Obtain the AQCS Sanitary Import Permit (document code 911DF1) and upload the veterinary health certificate (document code 853AQ1) and laboratory report or Certificate of Analysis (document code 001AQ1) in e-Sanchit. - 3Route the consignment only through one of the 79 designated food-import ports per General Note 4(D) of Schedule I of the ITC (HS) 2022. The most frequent compliance failure on this tariff line is presenting only the FSSAI Import Licence at the bill of entry and omitting one or more of the three AQCS document codes — 853AQ1 (veterinary health certificate), 001AQ1 (lab report or COA), and 911DF1 (Sanitary Import Permit IRN). All three are independently mandatory and verified in e-Sanchit; absence of any single document results in detention at the designated port. Importers sourcing from China should also note that the DGFT prohibition on milk and milk-based products from that origin remains in force pending melamine-testing capacity confirmation — no licence or PGA clearance overrides a prohibition.
