Concentrated milk without added sugar, condensed milk
HSN 0402 91 10 (Condensed milk) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and mandatory foreign-manufacturer registration under the Food Safety and Standards Act, 2006, as a high-risk milk product. Animal Quarantine and Certification Services (AQCS) Sanitary Import Permit, veterinary health certificate, and laboratory report clearances apply concurrently, and consignments are permitted only through 79 designated food-import ports with effect from 1 March 2023. Imports of condensed milk must also comply with IS 1166 standards under General Note 2(a) of Schedule I of the ITC (HS) import policy, and imports from China are prohibited pending melamine-testing capacity upgrades.

The most common error on this tariff line is uploading the FSSAI Import Licence and overlooking the three distinct AQCS document codes — 911DF1, 853AQ1, and 001AQ1 — each of which is independently verified at out-of-charge. A consignment presenting all FSSAI clearances but missing even one AQCS document code in e-Sanchit will be detained at the designated port, accruing demurrage and ground rent until the gap is rectified. The IS 1166 compliance requirement under General Note 2(a) is a separate customs-policy overlay that applies in addition to the FSSAI food-safety clearance.
