Concentrated milk and cream, other sweetened varieties
HSN 0402 29 90 (other concentrated milk and cream with added sweetening matter) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and mandatory foreign-manufacturer registration under the Food Safety and Standards Act, 2006, as a high-risk dairy product. Animal Quarantine and Certification Services (AQCS) Sanitary Import Permit clearance applies concurrently, and consignments are restricted to 79 designated food-import ports from 1 March 2023. Import of milk and milk-based products from China is separately prohibited under DGFT Notification 01/2015-20 dated 23 April 2019 pending melamine-testing capacity upgrades at ports of entry.

- 3Route the consignment through one of the 79 designated food-import ports under General Note 4(D) of Schedule I of the ITC (HS) 2022. Where the product is sweetened UHT-treated condensed milk, confirm conformance to IS 12176; partly skimmed milk powder must meet IS 14542; and milk powder must meet IS 1165 — all per Appendix III and General Note 2(a) of Schedule I of the ITC (HS) Import Policy. The most persistent error on this tariff line is treating the FSSAI Import Licence as the sole clearance document and overlooking the full AQCS documentary stack — the Sanitary Import Permit IRN must be separately quoted on the bill of entry, and the Veterinary Health Certificate and COA carry their own distinct document codes. A consignment presenting a current FSSAI licence without the AQCS Sanitary Import Permit IRN will be detained at the designated port, accruing demurrage, with no rectification pathway equivalent to the FSSAI rectifiable-labelling regime. Note also that UHT whipping cream under this residual CTI is explicitly exempted from commercial sterility testing per FSSAI Instruction 1828/Misc Matters/FSSAI/Imports-21 dated 01-06-2022.
