Route the consignment through one of the 79 designated food-import ports under General Note 4(D) of Schedule I of the ITC (HS) 2022. Where the product is sweetened UHT-treated condensed milk, confirm conformance to IS 12176; partly skimmed milk powder must meet IS 14542; and milk powder must meet IS 1165 — all per Appendix III and General Note 2(a) of Schedule I of the ITC (HS) Import Policy. Imports originating from China are prohibited until port-laboratory melamine-testing capacity is upgraded.

A word of counsel

The most persistent error on this tariff line is treating the FSSAI Import Licence as the sole clearance document and overlooking the full AQCS documentary stack — the Sanitary Import Permit IRN must be separately quoted on the bill of entry, and the Veterinary Health Certificate and COA carry their own distinct document codes. A consignment presenting a current FSSAI licence without the AQCS Sanitary Import Permit IRN will be detained at the designated port, accruing demurrage, with no rectification pathway equivalent to the FSSAI rectifiable-labelling regime. Note also that UHT whipping cream under this residual CTI is explicitly exempted from commercial sterility testing per FSSAI Instruction 1828/Misc Matters/FSSAI/Imports-21 dated 01-06-2022.
