Compliance steps
  1. 1
Confirm the foreign manufacturing facility is registered with FSSAI under the mandatory high-risk-food-facility registration scheme covering milk and milk products. The FSSAI Import Licence (document code 911001) and a Specimen Copy of Label (document code 0110FS) must be uploaded in e-Sanchit before the bill of entry is filed.
CBIC Instruction 30/2022-Cus dated 14-11-2022 · FSSAI order dated 10-10-2022
  2. 2
Upload the AQCS-issued Sanitary Import Permit (document code 911DF1) and Health Certificate (document code 6360AQ) in e-Sanchit, and quote the Sanitary Import Permit IRN on the bill of entry to obtain the AQCS NOC. Additionally, upload the Veterinary Health Certificate (document code 853AQ1) and the Laboratory Report/COA (document code 001AQ1) as required under CBIC Circular 24/2022-Cus.

  3. 3
Route the consignment only through one of the 79 designated food-import ports per General Note 4(D) of Schedule I of ITC (HS) 2022. Note that imports of milk and milk-based products from China remain prohibited until port-laboratory capacity for melamine testing is confirmed as adequate, per DGFT Notification 01/2015-20 dated 23-04-2019. Where the product is sweetened UHT-treated condensed milk, confirm conformity with IS 12176; where it is milk powder, confirm conformity with IS 1165, as required under Appendix III and General Note 2(a) of Schedule I of the ITC (HS) Import Policy.

A word of counsel

The most common error on this tariff line is treating the FSSAI Import Licence as the sole clearance and failing to upload all four mandatory e-Sanchit documents — 911001, 0110FS, 6360AQ, and 911DF1 — before out-of-charge. Customs officers on PGA-facilitated bills are specifically instructed to verify each document code prior to out-of-charge; a single missing upload detains the consignment regardless of the substantive PGA approvals already in hand. Importers sourcing from China must additionally verify the current status of the melamine-testing prohibition before placing purchase orders.
