Low-fat milk powder and concentrated milk solids (skimmed, partly skimmed)
HSN 0402 10 90 (low-fat milk powder and other solid concentrated milk, fat content not exceeding 1.5% by weight) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and mandatory foreign-manufacturer registration under the Food Safety and Standards Act, 2006. Animal Quarantine and Certification Services (AQCS) Sanitary Import Permit clearance applies concurrently, and import is permitted only through 79 designated food-import ports with effect from 1 March 2023.

- 3Verify the applicable IS standard for the specific product sub-type: IS 13334 Part 2 for extra-grade skimmed milk powder, IS 13334 Part 1 for standard-grade skimmed milk powder, IS 14542 for partly skimmed milk powder, and IS 1165 for general milk powder. Each of those four AQCS documents maps to a distinct Annex A slot in CBIC Circular 24/2022-Cus; a missing IRN for even one of them triggers detention at the designated port, accruing demurrage and ground rent that is not recoverable once the consignment is held for PGA NOC re-routing.
