Compliance steps
  1. 1
Confirm that the foreign manufacturing facility is registered with the Food Safety and Standards Authority of India under the high-risk milk-product regime before shipment. Upload the FSSAI Import Licence (document code 911001), Specimen Copy of Label (document code 0110FS), Health Certificate (document code 6360AQ), and Sanitary Import Permit (document code 911DF1) in e-Sanchit prior to filing the bill of entry.
    CBIC Instruction 30/2022-Cus dated 14-11-2022 · FSSAI order dated 10-10-2022 · CBIC Circular 24/2022-Cus dated 28-11-2022
  2. 2
Upload the Veterinary Health Certificate issued by the exporting country (document code 853AQ1) and the laboratory report or Certificate of Analysis (document code 001AQ1) in e-Sanchit, and quote the e-Sanchit IRN of the AQCS-issued Sanitary Import Permit (document code 911DF1) on the bill of entry to obtain the AQCS NOC. Ensure the consignment routes only through one of the 79 designated food-import ports in force from 01-03-2023.
    CBIC Instruction 09/2023-Cus dated 07-03-2023 · CBIC Instruction 05/2023-Cus dated 08-02-2023 · General Note 4(D) of Schedule I of ITC (HS) 2022
  3. 3
Verify IS compliance for the specific grade being imported: extra-grade skimmed milk powder must comply with IS 13334 (Part 2), standard-grade with IS 13334 (Part 1), partly skimmed milk powder with IS 14542, and generic milk powder with IS 1165. China-origin milk and milk-based products are prohibited until port-lab melamine-testing capacity is upgraded; do not ship such consignments without DGFT policy clearance.
Appendix III and General Note 2(a) of Schedule I of the ITC (HS) Import Policy · DGFT Notification 01/2015-20 dated 23-04-2019 · CBIC Instruction 29/2023-Cus dated 12-12-2023
A word of counsel

The most common error on this tariff line is uploading the FSSAI Import Licence and assuming that satisfies both PGA clearances — the AQCS Sanitary Import Permit (document code 911DF1) is an independent requirement, and the AQCS NOC cannot issue without the IRN being quoted on the bill of entry. A second recurring trap is failing to verify the IS-grade alignment: importing under IS 13334 (Part 1) when the product specification qualifies as extra-grade (Part 2) causes a mismatch at the port-testing stage and may result in consignment detention and re-export.
