HSN 0309 90 22 (Indian white shrimp flour, meal and pellets) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and mandatory foreign-manufacturer registration under the Food Safety and Standards Act, 2006, as this product falls within the high-risk fish-and-crustacean category. Animal Quarantine and Certification Services (AQCS) Sanitary Import Permit clearance applies concurrently, and consignments are permitted only through 79 designated food-import ports with effect from 1 March 2023.

- 2Obtain the AQCS Sanitary Import Permit (document code 911DF1) prior to shipment and quote the e-Sanchit IRN of that permit on the bill of entry to obtain the AQCS NOC. The most frequent error on this tariff line is confusing the FSSAI Import Licence with the AQCS Sanitary Import Permit — the two clearances are independent, and customs will not grant out-of-charge if either is absent in e-Sanchit. A consignment that arrives at a non-designated port compounds the problem: port-of-import non-compliance is not rectifiable post-arrival and typically results in detention, demurrage, and a mandatory re-export or confiscation order. Verify the designated-port list against the bill of lading before vessel departure.
