HSN 0309 90 13 (Black tiger shrimp flour, meal and pellets fit for human consumption) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and mandatory foreign-manufacturer registration under the Food Safety and Standards Act, 2006. Animal Quarantine and Certification Services (AQCS) Sanitary Import Permit clearance applies concurrently, and consignments are restricted to 79 designated food-import ports operative from 1 March 2023.

The most common error on this tariff line is treating FSSAI Import Licence compliance as the sole clearance requirement and failing to upload the AQCS Sanitary Import Permit IRN independently. The two clearances are parallel obligations — a consignment presenting a current FSSAI licence but lacking a live AQCS NOC will be detained at the designated port, accruing demurrage and ground rent, because the customs proper officer is specifically instructed to withhold out-of-charge until both document codes are verified in e-Sanchit.
