No. 3) of CBIC Circular 24/2022-Cus. Upload the accompanying Health Certificate (document code 6360AQ) and Specimen Copy of Label (document code 0110FS) in e-Sanchit before out-of-charge.

    Route the consignment exclusively through one of the 79 designated food-import ports under General Note 4(D) of Schedule I of the ITC (HS) 2022. Rectifiable labelling deficiencies must be addressed in accordance with FSSAI clarification order dated 18-11-2022 and CBIC Instruction 10/2022-Cus dated 28-06-2022; a missing PGA clearance is not a rectifiable deficiency and will result in detention.

A word of counsel

The most frequent error on this tariff line is treating the AQCS Sanitary Import Permit as a formality secondary to the FSSAI Import Licence. Both clearances are independently mandatory, and a consignment arriving at a designated port with a current FSSAI licence but without a valid AQCS Sanitary Import Permit IRN quoted on the bill of entry will be detained — accumulating demurrage and ground rent — until the AQCS NOC is secured. The rectifiable-labelling window under the FSSAI clarification order dated 18-11-2022 applies only to labelling defects, not to absent PGA authorisations.
