    Obtain the AQCS Sanitary Import Permit (document code 911DF1) before consignment dispatch and quote its e-Sanchit IRN on the bill of entry to obtain the AQCS NOC. The Specimen Copy of Label (document code 0110FS) must also be uploaded in e-Sanchit, and labelling must comply with the FSSAI rectifiable-labelling regime.

    Route the consignment exclusively through one of the 79 designated food-import ports listed in the CBIC Instruction 05/2023-Cus Annexure. Arrival at a non-designated port constitutes a General Note 4(D) of Schedule I of the ITC (HS) 2022 violation and will result in consignment detention.

A word of counsel

The most common error on this tariff line is presenting a current FSSAI Import Licence at the bill of entry without the independent AQCS Sanitary Import Permit IRN — the two clearances are parallel obligations, not sequential. A missing or non-uploaded 911DF1 document code in e-Sanchit will result in port detention regardless of the FSSAI licence status, and the rectifiable-labelling regime does not extend to an absent PGA clearance document.
