Live, fresh or chilled mussels (Mytilus spp., Perna spp.)
HSN 0307 31 00 (live, fresh or chilled mussels) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and mandatory foreign-manufacturer registration under the Food Safety and Standards Act, 2006. Animal Quarantine and Certification Services (AQCS) Sanitary Import Permit clearance applies concurrently, and consignments are restricted to 79 designated food-import ports with effect from 1 March 2023.

- 2Obtain the AQCS Sanitary Import Permit (document code 911DF1) prior to dispatch and quote the corresponding e-Sanchit IRN on the bill of entry to secure the AQCS NOC. This requirement applies to the CTIs listed in Annexure A (Sl. - 3Route the consignment exclusively through one of the 79 designated food-import ports notified under General Note 4(D) of Schedule I of the ITC (HS) 2022. The most common error on this tariff line is presenting a current FSSAI Import Licence while omitting the AQCS Sanitary Import Permit — the two clearances are parallel obligations, not sequential ones. Customs will not issue out-of-charge on the strength of the food-safety clearance alone; a missing 911DF1 IRN triggers consignment detention, accumulating demurrage and ground rent at the designated port until the AQCS NOC is furnished. The rectifiable-labelling dispensation under FSSAI clarification order dated 18-11-2022 applies only to label defects and does not cure an absent PGA clearance.
