Live, fresh, chilled or frozen oysters and other molluscs
HSN 0307 19 00 (Other molluscs) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and mandatory foreign-manufacturer registration under the Food Safety and Standards Act, 2006, as a high-risk food product. Animal Quarantine and Certification Services (AQCS) Sanitary Import Permit clearance applies concurrently, and consignments are permitted only through 79 designated food-import ports notified under General Note 4(D) of Schedule I of the ITC (HS) 2022.

The most common error on this tariff line is presenting a valid FSSAI Import Licence at the port without the AQCS Sanitary Import Permit IRN quoted on the bill of entry — the two clearances are independent obligations, and customs officers cannot issue out-of-charge until both are verified in e-Sanchit. A missing or expired Sanitary Import Permit results in consignment detention at the designated port, accruing demurrage and ground rent that the rectifiable-labelling pathway cannot cure.
