The most common error on this tariff line is treating FSSAI clearance as the sole gate and arriving at the designated port without the AQCS Sanitary Import Permit IRN quoted on the bill of entry. The AQCS NOC is independent of the food-safety licence and is the live-animal-origin overlay; a consignment that presents a current FSSAI Import Licence but lacks the 911DF1 IRN is detained at the port until the permit is uploaded, accruing demurrage and ground rent against a perishable cargo.
