Compliance steps
  1. 1
Confirm that the foreign manufacturing facility is registered with the Food Safety and Standards Authority of India under the high-risk-food regime covering fish and fish products. The FSSAI Import Licence must be uploaded in e-Sanchit before the bill of entry is filed; imports from unregistered facilities are not permitted.
CBIC Instruction 30/2022-Cus dated 14-11-2022 · FSSAI order dated 10-10-2022
  2. 2
Obtain the AQCS Sanitary Import Permit (document code 911DF1) prior to consignment dispatch and quote the corresponding e-Sanchit IRN on the bill of entry to obtain the AQCS NOC. The Sanitary Import Permit is listed under Annexure A (Sl. No. 3) of CBIC Circular 24/2022-Cus.
    CBIC Circular 24/2022-Cus dated 28-11-2022 · CBIC Instruction 09/2023-Cus dated 07-03-2023
  3. 3
Route the consignment exclusively through one of the 79 designated food-import ports in compliance with General Note 4(D) of Schedule I of the ITC (HS) 2022. Ensure label compliance with the rectifiable-labelling regime before out-of-charge; non-rectifiable labelling deficiencies result in consignment detention.
    CBIC Instruction 05/2023-Cus dated 08-02-2023 · CBIC Instruction 10/2022-Cus dated 28-06-2022 · FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022
A word of counsel

The most common error on this tariff line is conflating the FSSAI Import Licence with full clearance and overlooking the independent AQCS Sanitary Import Permit, which must be issued and uploaded by AQCS — not self-declared by the importer. A consignment arriving at a designated port with a valid FSSAI licence but without the AQCS IRN uploaded in e-Sanchit will be detained pending PGA NOC, accruing demurrage and ground rent; the rectifiable-labelling regime does not extend relief for a missing animal-quarantine clearance.

Frequently asked
Does HSN 0306 17 40 require BIS certification?
No, black tiger shrimp falls outside the BIS Quality Control Order regime; no BIS QCO covers crustaceans or aquatic food products. Import is governed by the Food Safety and Standards Authority of India under the Food Safety and Standards Act, 2006, with a concurrent AQCS Sanitary Import Permit requirement and the 79-designated-port restriction.
Is the AQCS Sanitary Import Permit document code 911DF1 mandatory at the bill of entry for this HSN?
Yes. Per CBIC Instruction 09/2023-Cus dated 07-03-2023 and CBIC Circular 24/2022-Cus, the importer must quote the e-Sanchit IRN of the Sanitary Import Permit (document code 911DF1) issued by AQCS on the bill of entry to obtain the AQCS NOC for fish and crustacean CTIs.
Does the foreign-manufacturer registration requirement with FSSAI apply to all exporters of black tiger shrimp to India?
Yes. Per the FSSAI order dated 10 October 2022 and CBIC Instruction 30/2022-Cus, manufacturing facilities exporting fish and fish products — including crustaceans — to India must be registered with FSSAI before the import is permitted, regardless of the exporting country.
